Neely was born near Gaffney, South Carolina and grew up on her parents farm in Patterson Springs, North Carolina. She later moved to Washington, D.C. where she met and married George Brabham in May 1937. Both Neely and George were employed by the United States Government and worked for the Government until their retirement. They bought a lovely home in Washington and lived comfortably there. They loved their church. The Shiloh Baptist Church of Washington. George was a faithful volunteer chorus until his death in 1970. Neely is currently a deaconess in that Church and a faithful worker in many other areas of the church. There were no children born to Neely and George:
